A Ukrainian counteroffensive has compelled Russia to pull back troops from the eastern Kharkiv region. A Russian defence ministry official said today that troops are being regrouped in the Donetsk region “to achieve the stated goals of the special military operation to liberate Donbas.” That’s the same justification offered earlier when troops were pulled out of the Kyiv region where they also faced fierce resistance.
